1Stir together rice, boiling water and condensed milk. Cover and cook on high for 2 hours.
3Add 1.5 cups milk, sugar, cocoa, vanilla and salt. Stir until mixed, cover and cook on high for 1 hour.
5Stir in the remaining milk and chocolate chips. Let sit uncovered for 15 minutes to thicken slightly.
7(Next time I would use 1.5 cups of rice. It was a little too runny for my liking)
